About This Job
The District Child Protection Unit (DCPU), Dumka, Jharkhand is building a panel of Support Persons (Sahayak Vyakti) to provide psychological and essential help to children under the POCSO Act 2012 and Rules 2020. If you have a graduation degree and at least 2 years of experience in child rights, social work, or psychology, you can apply by post. DCPU Dumka Support Person Empanelment 2026
The Office of Deputy Commissioner-cum-District Magistrate, Dumka (Jila Bal Sanrakshan Ikaai / District Child Protection Unit) has released a notification for empanelment of Support Persons under the Protection of Children from Sexual Offences (POCSO) Act 2012 and POCSO Rules 2020. This is not a fixed-salary permanent job — selected persons get paid Rs. 5,000 per case (paid in three instalments: Rs. 2,000 + Rs. 2,000 + Rs. 1,000). The panel will be active for 3 years, and it will have 60% female and 40% male members. Social workers, counsellors, and graduates with child welfare experience are encouraged to apply.
Who Can Apply?
Educational Qualification
- Graduation (Bachelor's degree) in Arts / Commerce / Science / Law / Psychology / Social Work / Child Psychology / Local Language from a recognised university — with a minimum of 2 years of experience in child rights / child protection / social work / child psychology counselling / social science / psychology, OR
- Post-graduation (Master's degree) in the related field with relevant experience, OR
- Any other equivalent qualification with relevant experience
Experience
- Minimum 2 years of desirable experience in child rights / child protection / social work / child psychology counselling / social science / psychology field, OR
- Minimum 1 year of desirable experience working in DLSA / JHALSA / DCPU / CWC / JJB / POCSO courts

- You must be an Indian citizen.

Compensation (Per Case Basis)
- This is not a monthly salary post. Payment is made per case handled.
- 1st Instalment: Rs. 2,000 (at case assignment stage)
- 2nd Instalment: Rs. 2,000 (mid-case stage)
- 3rd Instalment: Rs. 1,000 (case closure stage)
- Total per case: Rs. 5,000 — as per departmental notification no. 525, Ranchi, dated 09 May 2025
- No TA/DA is admissible for attending the interview.
Selection Process
Selection is based on merit and interview — no written exam:
- Application Scrutiny: The District Child Protection Officer reviews all applications. Only eligible applications are shortlisted.
- Interview: Shortlisted applicants are called for a personal interview by the Selection Committee. The committee evaluates educational qualification, experience in child rights/juvenile justice, and personal interaction.
- Educational Qualification: max 10 marks (Graduate = 6, Post-Graduate = 3, Others = 1 — total 10)
- Work Experience: max 10 marks (1 mark per year of experience)
- Interview: max 30 marks
- Panel Formation: The Selection Committee recommends a panel of Support Persons. The panel includes 60% female and 40% male members. The panel is published on the office notice board.
- Background Verification: Criminal record check is done by local police for all empanelled persons. If any criminal case is registered, their empanelment is cancelled.

Responsibilities
- Assist child victims of sexual offences under the POCSO Act 2012 from the start of the case until its conclusion
- Inform victims and their parents/guardians about available support services and emergency assistance
- Accompany children during investigations, medical examinations, and court hearings at special courts or Juvenile Justice Boards
- Coordinate with the District Child Protection Unit to arrange counsellors, translators, and special educators for the victim
- Help the victim access free legal aid through the District Legal Services Authority (DLSA)
- Maintain strict confidentiality of the victim's identity and all case-related information at every stage
- Update case status regularly on the NCPCR "POCSO Tracking Portal"
- Coordinate with relevant authorities to ensure the physical, emotional, and financial needs of the victim child are met
Eligibility Criteria
Minimum Qualification
Graduation in Arts / Commerce / Science / Law / Psychology / Social Work / Child Psychology or related field with minimum 2 years relevant experience
Preferred Qualification
Post-graduation in related field; experience in DLSA/JHALSA/DCPU/CWC/JJB/POCSO court proceedings

Knowledge of child rights, POCSO Act, juvenile justice system; counselling skills; ability to communicate with children and families
