About This Job

Assam Public Service Commission (APSC) is hiring 22 Class-I (Junior Grade) Home Guards Officers in the Assam Home Guards Services under the Home and Political Department. If you are a Graduate from any discipline and a permanent resident of Assam, you can apply online. The last date to apply is 7 June 2026. Assam Public Service Commission (APSC) has released Advertisement No. 02/2026 dated 5 May 2026 for direct recruitment of 22 Class-I (Junior Grade) Home Guards Officers under the Home and Political Department, Government of Assam. 7 of the 22 posts are reserved for Women (RFW) and 1 post is reserved for Ex-Servicemen. Selection involves a Written Examination, Physical Standard/Efficiency Test, Medical Test and Interview. Only Indian citizens with Assam domicile can apply.

Who Can Apply?

  • Nationality: You must be an Indian Citizen as defined in Articles 5 to 8 of the Constitution of India.
  • Domicile: You must be a permanent resident of Assam. Permanent Resident Certificate (PRC) issued in Assam for educational purpose or Employment Exchange Registration Certificate is accepted as proof.
  • Educational Qualification: Minimum qualification is Graduate in any discipline from a recognised University.
  • PwBD Category: Not applicable for these posts.

Age Limit

  • Minimum age: 21 years
  • Maximum age: 38 years as on 1 January 2026

Physical Standards

Height (Minimum):

  • General/OBC/SC Male: 5 ft 4 in (165 cm); Female: 5 ft 1 in (157 cm)
  • ST(P)/ST(H) Male: 5 ft 3 in (162 cm); Female: 5 ft (152.40 cm)

Chest (Minimum):

  • General/OBC/SC/ST(P): 80 cm normal / 85 cm expanded
  • ST(H): 78 cm normal / 83 cm expanded

Physical Efficiency Test (PET):

  • 100 metres race: Male - 16 seconds (Max); Female - 18 seconds (Max)
  • 800 metres race: Male - 3 min 45 sec (Max); Female - 4 min 45 sec (Max)
  • Long Jump: Male - 3.5 metres (Min); Female - 3.0 metres (Min) — 3 chances each

Pregnancy at the time of PET will be a disqualification and pregnant female candidates will be rejected.

Medical Standards:

  • Minimum vision: 6/6 and 6/9 of two eyes without glasses
  • No deafness or persistent ear discharge
  • No chronic disease like TB, arthritis, high BP, diabetes or heart disease
  • No knock knees, varicose veins or hernia
  • If LASIK done, must be 6 months post-surgery

Selection Process

Selection will be done in 4 stages:

  1. Written Examination: Two papers totalling 400 marks. Paper-I (General Ability and Intelligence): 200 marks, objective MCQ in English. Covers General Mental Ability, General Science, Current Affairs, Indian Polity & Economy, History and Geography. Paper-II (General Studies, Essay and Comprehension): 200 marks. Part A - Essay (80 marks, Assamese or English). Part B - Comprehension/Précis/Grammar (120 marks, English only). Paper-II is evaluated only for those who qualify Paper-I.
  2. Physical Standard/Physical Efficiency Test (PST/PET): Conducted by State Level Recruitment Board centrally at Guwahati.
  3. Medical Standards Test: Only those who qualify PET. Appeals against medical results to be made within 15 days.
  4. Interview/Personality Test: 50 marks. Final merit = Written Exam marks + Interview marks.

Responsibilities

  • Lead and supervise Home Guards units in the assigned district or zone of Assam
  • Assist civil administration and police in maintaining law and order
  • Coordinate disaster response, civil defence and emergency relief operations
  • Manage training, discipline and welfare of Home Guards personnel
  • Plan deployment of Home Guards during elections, festivals and VIP duties
  • Maintain records, reports and statutory submissions to senior officers
  • Conduct inspections of equipment, uniforms and accommodation of Home Guards units
  • Liaise with district authorities, police and other security agencies on operational matters

Exam Pattern

The written examination has two papers totalling 400 marks. Paper-II is evaluated only for those who qualify Paper-I.

Paper-I: General Ability and Intelligence (200 Marks)

  • Type: Objective (Multiple Choice), in English only
  • Subjects: General Mental Ability, General Science, Current Events of National and International Importance, Indian Polity & Economy, History of India, Indian and World Geography

Paper-II: General Studies, Essay and Comprehension (200 Marks)

  • Part A - Essay (80 Marks): Long narrative answers in Assamese or English. Topics on modern Indian history, geography, polity, economy, security and human rights, analytical ability.
  • Part B - Comprehension, Précis & Grammar (120 Marks): English only. Comprehension passages, précis writing, counter-arguments, grammar.

Other Stages

  • Physical Standard/Efficiency Test: Centrally at Guwahati by State Level Recruitment Board
  • Medical Standards Test: For those who qualify PET
  • Interview/Personality Test: 50 marks

Final Merit: Written Examination marks + Interview marks.
