The West Bengal Public Service Commission (WBPSC) conducts this prestigious examination to recruit officers for the state's finance and audit cadre. Who Can Apply?

You need to meet any one of the following qualification requirements by the closing date of application:

  • Bachelor's Degree in Commerce (B.Com) from a recognized university
  • Membership of ICAI — Institute of Chartered Accountants of India
  • Membership of ICMAI — Institute of Cost Accountants of India (formerly ICWAI)
  • MBA or PGDM in Finance — or equivalent post-graduation degree in Finance, 2-year full-time regular course approved by AICTE

Other Requirements:

  • Citizenship: You must be a citizen of India or a person declared eligible by the Government of India
  • Language: You should be able to read, write, and speak in Bengali (candidates whose mother tongue is Nepali are exempt from this requirement)
  • Reservation: SC/ST/BC reservation benefits are available only for candidates of West Bengal. SC/ST/BC candidates from other states will be treated as General category

Age Limit

  • Maximum age: 36 years (as per the reference date to be announced in the detailed notification)
  • SC/ST candidates (West Bengal): 5 years relaxation (up to 41 years)
  • BC/OBC candidates (West Bengal, Non-Creamy Layer): 3 years relaxation (up to 39 years)
  • Persons with Disabilities (PWD): Upper age limit relaxable up to 45 years
  • Date of birth must be as recorded in the Madhyamik or equivalent certificate only
  • Age limits apply to all candidates, whether in Government Service or not

Salary

  • Pay Scale: Rs. 56,100 to Rs. 1,44,300 per month (Level 16, ROPA 2019)
  • Gross Salary at Entry: Approximately Rs. 60,000 to Rs. 70,000 per month including allowances
  • Allowances: Dearness Allowance (DA), House Rent Allowance (HRA), Medical Allowance, and other benefits as per Government of West Bengal rules
  • This is equivalent to the erstwhile pay band PB-4A (Rs. 15,600 - 42,000) with Grade Pay Rs. 5,400

Selection Process

The recruitment happens through a three-stage selection process. You must clear each stage to move to the next one:

  1. Preliminary Examination (Screening): An objective-type (MCQ) paper on General Studies with 200 questions worth 200 marks. You get 2 hours and 30 minutes to complete it. This is a screening test only — marks from this stage are not counted in the final merit list. Negative marking applies for wrong answers.
  2. Main Examination (Descriptive): Conventional (descriptive) type papers covering subjects like Accountancy, Auditing, Business Law, Economics, Taxation, Cost and Management Accounting, Business Mathematics, and Information Technology. Each paper carries 100 marks with 3 hours duration. You can write answers in English or Bengali.
  3. Personality Test (Interview): Conducted at the office of the Public Service Commission, West Bengal, in Kolkata. The final merit list is based on total marks obtained in the Main Examination and Personality Test combined.

Responsibilities

  • Handle auditing and verification of government accounts, expenditures, and financial records across departments of the Government of West Bengal
  • Prepare audit reports highlighting discrepancies, irregularities, and recommendations for improving financial management in government offices
  • Monitor compliance with financial rules, treasury rules, and accounting standards laid down by the state government
  • Work with various government departments to ensure proper maintenance of accounts, budgetary controls, and financial discipline
  • Assist in the preparation and review of annual financial statements and audit observations for government bodies
  • Follow up on audit objections, manage settlement of outstanding audit paras, and coordinate with concerned authorities for resolution
  • Keep track of government grants, loans, advances, and other financial transactions to ensure they are properly accounted for and utilized
