The Office of the Deputy Commissioner cum District Magistrate, Deoghar has released Advertisement No. 01/2024 for the direct recruitment of 80 Chowkidar (Watchman) posts in Deoghar district, Jharkhand. Deoghar Chowkidar Recruitment 2026 — 80 Posts
This recruitment is being conducted under the Jharkhand Chowkidar Cadre Rules, 2015 as per the directions of the Hon'ble Jharkhand High Court, Ranchi (W.P.(S) No. 960/2016). The Deputy Commissioner's Office, Deoghar is looking to fill 80 vacant Chowkidar positions spread across 82 beats in various blocks including Deoghar, Mohanpur, Sarwan, Devipur, Sarath, and Palojori. The selected candidates will be posted in their own beat area as village-level watchmen.

- Unreserved (General): 52 posts
- Scheduled Tribe (ST): 07 posts (includes 1 post reserved for Adim Janjati/Primitive Tribe)
- Extremely Backward Class (EBC/BC-I): 04 posts
- Economically Weaker Section (EWS): 17 posts
Horizontal Reservation:
- Women: 5% horizontal reservation
- Sports Quota: 2% horizontal reservation (4 posts)
- PwD: 1% each for various disability categories (blindness, hearing, locomotor, intellectual, multiple disabilities)
Note: 3 posts are reserved on compassionate grounds for PwD candidates as per the notification.
Who Can Apply?
- Minimum Qualification: You must have passed Class 10 (Matriculation) from a recognized board
- Domicile: You must be a permanent resident of Jharkhand. Local residence certificate issued by the Circle Officer (Anchalik) or higher authority (online) will be accepted
- Beat Residency: You must be a permanent resident of the concerned beat area where you are applying
- Cycling: You must know how to ride a bicycle
- Character: You must have a clean character with no criminal record. Character verification will be done by the appointing authority
Age Limit
Your age will be calculated as on 1 January 2024:
- Minimum Age: 18 years
- Maximum Age (Unreserved): 35 years
- OBC/Extremely Backward Class: 37 years
- Female (all categories — UR/OBC/EBC): 38 years
- SC/ST (Male and Female): 40 years
Note: Age relaxation for candidates working as Chowkidars on honorary basis (as per High Court order) — the maximum age limit will be relaxed once for the appointment process.
Salary
- Pay Band: PB-1 Rs. 5,200 — Rs. 20,200
- Grade Pay: Rs. 1,800
- Total Basic (minimum): Rs. 7,000 per month (approx.)
In addition to the basic pay, you will get Dearness Allowance (DA) and other allowances as per Jharkhand government rules.
Physical Standards
You must meet the minimum height requirement to be eligible:
Minimum Height
- General/OBC (Male): 160 cm
- SC/ST (Male): 155 cm
- Female (all categories): 148 cm
Physical Test — 1 Mile Run
Only candidates who pass the written exam and meet the minimum height will take the physical test:
For Men:
- Complete within 5 minutes = 20 marks
- Between 5 to 6 minutes = 10 marks
- More than 6 minutes = disqualified
For Women:
- Complete within 8 minutes = 20 marks
- Between 8 to 10 minutes = 10 marks
- More than 10 minutes = disqualified
Application Fee
- General / OBC / EWS: Rs. 100
- SC / ST (Jharkhand domicile): Rs. 50
- PwD (all categories): No fee (exempted)
- All Women: No fee (exempted)
Payment Mode: Bank Draft in favour of "Upayukt, Deoghar" payable at Deoghar. The fee is non-refundable.
Selection Process
- Written Exam (50 marks): Questions on General Knowledge related to the district and local language. You need a minimum 30% marks to qualify. A shortlist of candidates in 1:3 ratio will be prepared
- Physical Measurement: Your height will be measured against the minimum standards mentioned above
- Physical Test (1 Mile Run): Marks will be given based on your running time (maximum 20 marks)
- Work Experience Weightage: Candidates currently working as honorary Chowkidars will get 2 marks per year of service (maximum 20 marks), as per High Court direction
- Merit List: Final merit will be based on the total of written exam marks + physical test marks + work experience marks, prepared category-wise
- Medical Examination: Selected candidates must pass a medical fitness test
Probation: The appointment is on probation for 2 years. If performance is not satisfactory, probation can be extended by 1 year.

Responsibilities
- Keep watch over the assigned beat area (village) and report any suspicious activity to the authorities
- Patrol the beat area on bicycle regularly during day and night hours
- Assist the local police and administration in maintaining law and order in the village
- Monitor and report any criminal incidents, thefts, or disturbances in the beat area
- Maintain a register of residents and visitors in the beat area
- Work with the Gram Panchayat and Block office on government schemes and programmes
- Follow the instructions given by the Deputy Commissioner and other district officers

Exam Pattern
