ICMR-National Institute for Implementation Research on Non Communicable Diseases (ICMR-NIIRNCD), Jodhpur, has announced recruitment for project human resource positions under the DIGI-CARE project — "An Implementation Research to strengthen DIGItal Technologies for optimizing the continuum of CARE for Diabetes and Hypertension Management in the Public Healthcare System in India." Who Can Apply?

For Consultant (Scientific Medical / Non-Medical):

  • Option 1: MBBS qualification with R&D experience and published papers
  • Option 2: MPH (Master's in Public Health) with R&D experience and published papers
  • Option 3: Retired Government Employee drawing pay in PB Rs. 15,600-39,100 + Grade Pay Rs. 5,400 at retirement, with at least 20 years of experience in the required domain

Desirable: MD/MBBS+MPH/BDS+MPH with R&D experience and published papers. Experience in mHealth applications, data analytics, telemedicine, digital health, and electronic health records (EHRs). Strong analytical, problem-solving, and project management skills.

For Project Technical Support - III:

  • Option 1: Graduate degree in Public Health / Nursing / Life Science with 3 years post-qualification experience
  • Option 2: Post Graduate Degree in Public Health / Life Science
  • Option 3: Four-Year Graduate Degree in Computer Science / Information Technology

Desirable: Experience in field research, data collection, public health surveys. Familiarity with electronic data collection tools. Understanding of ethical research practices and informed consent procedures.

Age Limit

  • Consultant: Not exceeding 67 years on the date of walk-in interview
  • Project Technical Support - III: Not exceeding 35 years on the date of walk-in interview
  • Age Relaxation: SC/ST/OBC candidates, retrenched Government Employees, departmental candidates, and Ex-Servicemen get age relaxation as per Central Government / DoPT / ICMR rules

Salary

  • Consultant: Maximum Rs. 70,000 per month (consolidated, depending on experience and knowledge)
  • Project Technical Support - III: Rs. 28,000 + HRA per month (fixed, no other allowances)

Note: Salary rates are project-specific and may vary based on the funding agency's approval.

Selection Process

For Consultant (Scientific Medical / Non-Medical):

  1. Walk-in Interview: Candidates will be selected based on performance in the interview. Generally, up to top 10 candidates will be called for interview.

For Project Technical Support - III:

  1. Written Test (if more than 30 candidates apply): 50 MCQs, 1 mark each, related to duties of the position. Qualifying marks: SC/ST 35%, UR/OBC/EWS 40%
  2. Interview: Up to top 8 candidates from the written test will be interviewed

If fewer than 30 candidates apply, selection will be based on interview only. Final merit is prepared based on combined marks of written test (if conducted) and interview.

Responsibilities

  • Assist in designing and implementing digital health interventions for diabetes and hypertension management
  • Conduct field research, data collection, and community-based health surveys in assigned districts
  • Manage and analyse health data using statistical software and digital tools
  • Prepare technical reports, research papers, and policy briefs related to the DIGI-CARE project
  • Coordinate with healthcare workers at Health and Wellness Centres for project activities
  • Train field teams on the use of mHealth applications and electronic data collection tools
  • Monitor project progress, maintain records, and report to senior investigators

Eligibility Criteria

Minimum Qualification

MBBS / MPH with R&D experience OR Graduate in Public Health / Nursing / Life Science with 3 years experience OR PG in Public Health / Life Science OR 4-Year Graduate in CS/IT

Preferred Qualification

MD/MBBS+MPH/BDS+MPH with R&D experience and published papers. Experience in mHealth, data analytics, telemedicine, digital health, and EHRs.

Salary & Compensation

Pay Scale

Consultant: Max Rs. 70,000/- per month (consolidated). PTS-III: Rs. 28,000/- + HRA per month (fixed).

Allowances

PTS-III gets HRA in addition to basic pay. Consultant salary is consolidated with no separate allowances. No PF, Leave Travel Concession, or Medical benefits as positions are temporary.

Exam Pattern

For the Project Technical Support - III post, a written test will be conducted if more than 30 candidates apply.

Written Test Details
