North Eastern Council Secretariat (NEC), under the Ministry of Development of North Eastern Region (MDoNER), is looking to hire 6 Consultants for the North East Resource Center (NERCEN) at its headquarters in Nongrim Hills, Shillong. Each consultant will work in one of six different sectors: Agriculture, Tourism, Health, Education, Industry & Logistics, and Planning. This is a contractual engagement for 1 year, extendable up to 4 more years based on your performance. If you have the right degree and work experience in any of these sectors, this is a solid opportunity to contribute to regional development in the North-East.

Who Can Apply?

Agriculture & Allied Sector

  • Qualification: Bachelor's or Master's degree in Agriculture, Horticulture, Veterinary Science, Fisheries, or a related discipline from a recognised university
  • Experience: 6 years in agricultural or allied sector project implementation, value-chain development, or rural development programs
  • Familiarity with government schemes and field-level coordination preferred
  • Working experience in the North-East region preferred

Tourism

  • Qualification: Degree in Tourism Management, Hospitality, Geography, or a related field from a recognised university
  • Experience: 3-5 years in tourism planning, destination development, or tour and travel activities
  • Experience in stakeholder coordination and project documentation preferred
  • Working experience in the North-East region preferred

Health

  • Qualification: Master's degree in Public Health, Health Administration, Community Medicine, Nursing, or a related field
  • Experience: 3-5 years in health sector program management, monitoring, or implementation
  • Knowledge of public health systems, health indicators, and government health schemes needed
  • Working experience in the North-East region preferred

Education

  • Qualification: Master's degree in Education, Educational Planning, Social Sciences, Public Policy, or a related field from a recognised university
  • Experience: 3-5 years in the education sector, school or higher education reforms, or skill development initiatives
  • Familiarity with education policies, institutional frameworks, and sectoral indicators needed
  • Working experience in the North-East region preferred

Industry & Logistics

  • Qualification: Degree or Master's in Economics, Commerce, International Business, MBA, or a related field from a recognised university
  • Experience: 3-5 years in export promotion, trade facilitation, value-chain analysis, or market linking
  • Knowledge of industry clusters, product development, and trade policies preferred
  • Working experience in the North-East region preferred

Planning Sector

  • Qualification: Master's degree in Economics, Statistics, Mathematics, Public Policy, or a related field from a recognised university
  • Experience: 3-5 years in economic planning, formulation of developmental schemes or projects, and analysis of schemes or projects
  • Strong computer skills, data analysis, and policy research ability needed
  • Experience working with Central or State Government departments preferred
  • Familiarity with issues, geography, and development priorities of the North Eastern Region preferred

Age Limit

  • You should be between 25 and 50 years old as on 1 January 2026.
  • SC/ST candidates: 5 years age relaxation (upper age limit up to 55 years)
  • OBC candidates: 3 years age relaxation (upper age limit up to 53 years)

Salary

  • You will receive a monthly salary of Rs. 50,000.
  • A yearly increment of Rs. 3,000 is given based on satisfactory performance.
  • T.A./D.A. will be paid as per Central Government Group B staff rules when required.
  • You will get 8 days casual leave per year.
  • Note: You will need to arrange your own accommodation, health insurance, and life insurance coverage.

Selection Process

The selection will be done in 2 stages:

  1. Skill Test: Shortlisted candidates who meet all eligibility criteria will be called for a skill test at NEC Secretariat, Shillong.
  2. Interview: Candidates who clear the skill test will face an interview at the NEC Secretariat, Shillong.

Note: There is no written exam. The date and time for the skill test and interview will be communicated individually to shortlisted candidates.

Responsibilities

  • Assist in the appraisal, monitoring, and follow-up of sector-specific projects across the North Eastern Region
  • Prepare analytical notes, sectoral briefs, progress reports, and project documentation for NEC leadership
  • Coordinate with State Government departments, research institutions, and field offices to gather project updates and data
  • Help in planning and organizing multi-state sector projects aligned with NEC's regional development goals and MDoNER mandates
  • Maintain data repositories, dashboards, and planning databases to support informed decision-making
  • Organize meetings, workshops, consultations, and field visits related to your assigned sector
  • Track sector indicators and prepare recommendations for improving project implementation and outcomes

Eligibility Criteria

Minimum Qualification

Bachelor's/Master's degree in relevant discipline from a recognised university

Preferred Qualification

Working experience in the North-East region; familiarity with government schemes and field-level coordination

Required Skills

Data analysis, stakeholder coordination, project documentation, computer applications

25 - 50 years (as on 01 Jan 2026)

Experience

3.0 - 6.0 years

3-6 years of relevant sector experience depending on the post. Agriculture sector requires 6 years; Tourism, Health, Education, Industry & Logistics, and Planning sectors require 3-5 years.

Salary & Compensation

Pay Scale

Rs. 50,000 per month (contractual) with yearly increment of Rs. 3,000

Allowances

T.A./D.A. as per Central Government Group B staff rules; 8 days casual leave per year; maternity leave as per Maternity Benefit (Amendment) Act, 2017
