NEC Deputy Adviser (Irrigation) Recruitment 2026 - 1 Post

North Eastern Council Secretariat (NEC), under the Ministry of Development of North Eastern Region, is looking to fill one vacancy for the post of Deputy Adviser (Irrigation, Flood Control and Water Management) on deputation basis at its headquarters in Nongrim Hills, Shillong. This is a deputation posting for a maximum of 4 years and is open to officers serving in Central Government, State Governments, Union Territories, PSUs, universities, and recognised research institutions. If you hold an analogous post or have five years in Level 11, and you have a strong background in water resources development, this could be a great opportunity for you.

Who Can Apply?

Educational Qualification:

• Essential: You need a Bachelor's degree in Civil Engineering from a recognised university or institute.
• Experience: You must have at least 10 years of experience in the field of hydrology planning, investigation, design, or construction and execution of water resources development projects.

Service Eligibility (Deputation):

• You should be holding an analogous post on regular basis in your parent cadre or department, OR
• You should have 5 years of regular service in Level 11 (Rs. 67,700-2,08,700) or equivalent in your parent cadre.
• Officers from Central Government, State Governments, Union Territories, PSUs, universities, recognised research institutions, statutory or autonomous organisations are eligible.

Age Limit

• Maximum age: 56 years as on the closing date of receipt of applications.
• There is no minimum age specified, but you must meet the service eligibility criteria above.

Salary

• Selected candidate will get a salary in Level 12 (Rs. 78,800 to Rs. 2,09,200 per month) of the 7th CPC Pay Matrix.
• Pay and other terms of deputation will follow DOPT's O&M No. 6/8/2009-Estt.(Pay-II) dated 17.06.2010 as amended.
• You will also get DA, HRA, TA and other allowances as per Central Government rules.

Selection Process

Selection will be based on the following:

1. Screening of Applications: Your application, qualifications, experience, and ACRs will be reviewed by a Selection Committee.
2. Document Verification: All certificates, service records, ACRs, integrity certificate, vigilance clearance, and penalty records will be verified.

Note: There is no written exam for this post. Selection is based on your service record and merit.

• Advise the Secretary, North Eastern Council on comprehensive programmes related to flood control, irrigation development, and soil conservation in the North Eastern Region
• Study water resources across all North Eastern states and recommend strategies for harnessing them for irrigation and drinking water purposes
• Formulate water resource development projects for the North Eastern Region
• Assist NER states in all matters related to irrigation, flood management, and water resource activities
• Prepare detailed project reports and feasibility studies for water management initiatives
• Coordinate with Central and State agencies on hydrology planning and investigation work
• Monitor ongoing irrigation and flood control projects in the region and report progress
