NEC Secretariat has released a notification for 1 Research Officer (Planning) post on deputation basis at its office in Shillong, Meghalaya. North Eastern Council Secretariat (NEC) Research Officer (Planning) Recruitment 2026 - 1 Post
The North Eastern Council Secretariat (NEC), headquartered in Nongrim Hills, Shillong, operates under the Ministry of Development of North Eastern Region (MDoNER). It is the nodal agency for planning and development across all eight states of North East India. NEC has invited applications from eligible officers serving in Central Government, State Governments, or Union Territories to fill 1 post of Research Officer (Planning) on deputation basis. The deputation period will ordinarily not exceed 3 years or until the lien is vacated, whichever comes first.
Who Can Apply?
This is a deputation post open only to serving government officers. You need to meet both the service criteria and the educational qualifications.
Service Eligibility (any one):
- Option A: You must be holding an analogous post (equivalent to Research Officer level) on a regular basis in your parent cadre or department.
- Option B: You must have completed 5 years of regular service in a post at Pay Level 7 (previously PB-2 Rs. 9,300-34,800 + Grade Pay Rs. 4,600) or equivalent.
Educational Qualification:
- Qualification: Master's Degree in Statistics, Operations Research, Mathematics, Economics (with Statistics), or Commerce (with Statistics) from a recognised university or equivalent.
- Experience: At least 3 years of experience in collection, compilation, analysis, and interpretation of statistical data.
Age Limit
- Maximum age: 56 years as on the closing date of receipt of applications.
- This is a deputation post, so age relaxation rules for SC/ST/OBC do not apply here.
Salary
- Pay Level 10 of 7th CPC Pay Matrix: Rs. 56,100 to Rs. 1,77,500 per month
- 6th CPC equivalent: PB-3 Rs. 15,600-39,100 + Grade Pay Rs. 5,400
- Pay and other terms of deputation will follow DoPT O.M. No. 6/8/2009-Estt.(Pay II) dated 17.06.2010 as amended from time to time.
- You will also receive DA, HRA, TA, and other allowances as per Central Government rules.
Selection Process
Since this is a deputation post, there is no written exam. Selection will be based on:
- Screening of Applications: Your CV, service records, and ACRs of the last 5 years will be reviewed by the Selection Committee.
- Document Verification: Integrity certificate, vigilance clearance, penalty certificate, and cadre clearance will be verified.
- Interview: Shortlisted candidates may be called for an interview by the Selection Committee.

Responsibilities
- Assist the Planning Adviser in preparation and formulation of NEC Plans and Programmes
- Prepare agenda papers for Council Meetings and Review Meetings
- Coordinate with different Sectoral Advisers in the NEC Secretariat on planning matters
- Scrutinize proposals received for Plan Schemes from North Eastern States
- Draft reports relating to the NEC Plan and its implementation
- Analyse Plans and budgets of all eight North Eastern States
- Study and review plans and budgets of Central Government Ministries relevant to NER development
- Collect, compile, analyse, and interpret statistical data for planning purposes
Eligibility Criteria
Minimum Qualification
Master's Degree in Statistics/Operations Research/Mathematics/Economics (with Statistics)/Commerce (with Statistics) + 3 years experience
Preferred Qualification
Officers holding analogous posts on regular basis in parent cadre
Required Skills
Statistical data collection, compilation, analysis, and interpretation; planning and budgeting expertise
Age Limit
18 - 56 years (as on 29 Apr 2026)
Experience
3.0 - No limit years
3 years experience in collection, compilation, analysis and interpretation of statistical data. Alternatively, officers holding analogous posts on regular basis are eligible without the 5-year service requirement.
