North Eastern Council Secretariat (NEC) Superintending Engineer (Civil) Recruitment 2026 - 1 Post

North Eastern Council Secretariat (NEC), located at Nongrim Hills, Shillong, operates under the Ministry of Development of North Eastern Region (DoNER). It is now inviting applications from qualified government officers for the post of Superintending Engineer (Civil) on deputation for a period of 3 years. The selected officer will work closely with the Adviser (Transport and Communication) on road and bridge projects across the North Eastern states. This is a deputation-only post — applications must come through the candidate's cadre or appointing authority.

Who Can Apply?

This post is open to officers already serving in Central Government, State Governments, Union Territory Administrations, autonomous bodies, statutory organisations, public sector undertakings, recognised universities, or recognised research institutions. You must meet the following conditions:

Service Eligibility (any one):

• Option A: You are already holding an analogous post (equivalent to Level-13) on a regular basis in your parent cadre or department.
• Option B: You have completed 5 years of regular service in Level-12 (Rs. 78,800 to Rs. 2,09,200) or equivalent in your parent cadre.

Educational Qualification:

• Qualification: Master's Degree or Bachelor's Degree in Civil Engineering from a recognised university or institute.

Experience:

• Experience: You need at least 12 years of experience in execution or construction of civil works, including hill roads.

Age Limit

• Maximum age: 56 years as on the closing date of receipt of applications (29 April 2026).
• No minimum age is specified — eligibility is driven by service experience requirements.

Salary

• Pay scale: Level-13 in the 7th CPC Pay Matrix
• Pay range: Rs. 1,23,100 to Rs. 2,15,900 per month
• Pay and other terms of deputation will be regulated as per DoPT OM No. 6/8/2009-Estt.(Pay-II) dated 17.06.2010 and its amendments.
• You will also receive DA, HRA, Transport Allowance and other benefits as per Central Government rules.

Selection Process

Since this is a deputation post, selection will be based on your service record and eligibility. The process involves:

1. Screening of Applications: Your application along with ACRs, integrity certificate, vigilance clearance, and other documents will be reviewed by a selection committee.
2. Document Verification: All certificates and service records will be verified against originals.
3. Interview: Shortlisted candidates may be called for an interview or interaction with the selection committee.

• Assist the Adviser (Transport and Communication) in all matters related to the Transport and Communication Sector at NEC
• Oversee road and bridge schemes and projects undertaken by the Transport and Communication sector
• Scrutinise and prepare plans and estimates for schemes proposed by State Governments and NEC during the plan period
• Handle release of funds for approved construction schemes and projects
• Provide technical inputs and recommendations to the Adviser (T&C) for advising the Secretary, NEC
• Represent NEC in meetings, boards, and committees related to transport and communication infrastructure
• Monitor progress of ongoing civil works including hill road construction across North Eastern states
