The National Institution for Transforming India (NITI Aayog), India's premier policy think tank, has invited applications for 31 posts under its Flexi Pool framework across a wide range of policy and governance areas. Posts are available on Contract basis (for private/public sector professionals) as well as Deputation including Short-Term Contract (ISTC) basis (for government servants). These are senior, high-impact roles supporting NITI Aayog's work in transforming India's policy landscape across sectors like data analytics, green transition, infrastructure, education, finance, and more. No written examination — selection is purely through screening and personal interview/talk.

Who Can Apply?

Essential Educational Qualification (All Posts):

• Master's Degree in any discipline from a recognised University, OR
• MBBS, OR
• Degree in Engineering/Technology from a recognised University, OR
• Passed Sections A and B of the Institution Examinations of the Institute of Engineers (India), OR
• Post Graduate Diploma in Management (PGDM) — two years

Who Can Apply on Contract Basis:

• Professionals currently working at comparable levels in Private Sector Companies, Consultancy Organisations, International/Multinational Organisations
• Must possess the required educational qualification, age, and experience

Who Can Apply on Deputation (ISTC) Basis:

• Officers working in Central Government, State Governments, Union Territory Administrations (and their attached/subordinate offices)
• Officers from Universities, Recognised Research Institutions, Public Sector Undertakings, Semi-Government, Statutory, or Autonomous Organisations
• Must hold analogous grade or meet the prescribed service experience as defined post-wise

Age Limit (for Contract Appointments)

• Senior Lead (Senior Adviser): Not less than 40 years, not exceeding 52 years
• Lead (Adviser): Not less than 35 years, not exceeding 50 years
• Senior Specialist: Not less than 33 years, not exceeding 50 years
• Specialist: Not less than 30 years, not exceeding 50 years
• Senior Associate: Not less than 26 years, not exceeding 40 years
• Associate: Not less than 26 years, not exceeding 35 years
• Age is calculated as on the closing date of application.

Salary

Consolidated Pay (Contract Appointments):

• Senior Lead (Senior Adviser): Rs. 3,30,000 per month
• Lead (Adviser): Rs. 2,65,000 per month
• Senior Specialist: Rs. 2,20,000 per month
• Specialist: Rs. 1,45,000 per month
• Senior Associate: Rs. 1,25,000 per month
• Associate: Rs. 1,05,000 per month

Pay for Deputation (ISTC) Appointments:

• Senior Lead — Level-15 of Pay Matrix: Rs. 1,82,200 – Rs. 2,24,100 per month
• Lead — Level-14 of Pay Matrix: Rs. 1,44,200 – Rs. 2,18,200 per month
• Senior Specialist — Level-13 of Pay Matrix
• Specialist — Level-12 of Pay Matrix
• Senior Associate — Level-11 of Pay Matrix
• Associate — Level-10 of Pay Matrix

Note: Contract appointees are not entitled to residential accommodation, official transport, leave encashment, or other regular government allowances. They get 18 days leave on a pro-rata basis per calendar year.

Selection Process (No Written Exam)

Selection is based on merit and interview — there is no written examination:

1. Application Screening: Applications are screened based on qualification and experience. Meeting the minimum eligibility does not guarantee shortlisting.
2. Personal Talk / Interview: Shortlisted candidates are called for a personal talk with the Selection Committee.
3. Document Verification: Original documents are verified after the interview stage.

No TA/DA is paid for attending the personal talk. Canvassing in any form is a disqualification.

For Deputation (ISTC) Basis (Government Servants):

1. Fill the prescribed proforma — Appendix-I, II, and III — attached with the vacancy circular.
2. Get the application signed by the Head of Office or authorized officer.

4. Also attach: APAR Dossier and grading statement (2020-21 to 2024-25, duly attested), Vigilance clearance, and Integrity Certificate signed by a Deputy Secretary or above.

• Provide technical insights, data analysis, and subject-matter expertise for governance reforms
• Attend meetings, present findings, and share knowledge with senior NITI Aayog leadership
• Coordinate with global and domestic institutions, think tanks, and bilateral/multilateral bodies
• Prepare reports and briefs on emerging trends, best practices, and international benchmarks
