UPSC Protocol Assistant to Chairman Recruitment 2026 - 1 Post

Union Public Service Commission (UPSC) has issued a vacancy circular (No. A-35020/04/2026-Admn.II) dated 17 April 2026 to fill one (01) vacancy in the grade of Protocol Assistant to Hon'ble Chairman. The post is classified as General Central Service, Group 'B', Non-Gazetted, Non-Ministerial in Pay Level-6. This is a deputation posting open to serving officers of Central Government, State Governments, and UTs — and to Armed Forces personnel on re-employment terms. Women candidates are encouraged to apply.

Who Can Apply?

Service Eligibility (one of the following):

  • Officers holding analogous posts on regular basis in the parent cadre/department; or
  • Officers with 6 years of regular service at Level 5 (Rs. 29,200–92,300) of the pay matrix or equivalent; or
  • Officers with 10 years of combined regular service at Level 4 (Rs. 25,500–81,100) and Level 5 (Rs. 29,200–92,300) or equivalent

Educational Qualification:

  • Bachelor's Degree in any discipline from a recognised University or Institute

Experience Required:

  • 3 years of experience in work relating to reception, protocol, or both

For Armed Forces (Ex-Servicemen / Re-employment):

  • Armed Forces personnel due to retire or to be transferred to reserve within one year and who hold the prescribed qualifications and experience are also eligible
  • If selected, deputation terms apply up to the date of release from Armed Forces; thereafter, re-employment terms apply up to the age of superannuation (civil post reference)

Age Limit

  • Maximum age: 56 years as on the closing date of receipt of applications
  • No minimum age specified (serving government officers are expected to be in active service)

Salary

  • Pay Level: Level 6 of the 7th CPC Pay Matrix
  • Entry pay: Rs. 35,400 per month
  • Maximum pay: Rs. 1,12,400 per month
  • Pay on deputation will be regulated as per DoP&T O.M. No. 6/8/2009-Estt.(Pay-II) dated 17/06/2010 as amended from time to time
  • Plus DA, HRA, TA and other allowances as admissible under Central Government rules

Selection Process

This is a deputation post. Selection is based on merit and suitability assessment by a Selection Committee:

  1. Scrutiny of Applications: Applications forwarded through proper channel with all required certificates and documents are reviewed
  2. Suitability Assessment: The Selection Committee evaluates the candidate's qualifications, experience, ACR/APAR records, and service history
  3. Document Verification: Integrity certificate, vigilance clearance, penalty statement, and attested APARs for last 5 years (2020-21 to 2024-25) are verified

Responsibilities

  • Assist in planning domestic and international travel for the Hon'ble Chairman, including itineraries, accommodation, transport and hospitality arrangements
  • Liaise with Ministries, Departments and other organisations for protocol arrangements such as airport reception, CISF security clearance, and immigration/customs coordination
  • Handle pre-departure and post-arrival formalities at Delhi and destination airports, including liaison with RPF and Railway authorities for train movements
  • Coordinate with the President's Office, Vice President's Office, PMO, Cabinet Secretariat and other dignitaries for smooth conduct of meetings of the Hon'ble Chairman
  • Manage passport and visa processes through coordination with MEA offices
  • Draft, process and manage official communications, invitations and correspondence on protocol matters
  • Coordinate with security agencies and administrative units to ensure smooth conduct of official programmes and movements
  • Make arrangements for functions involving visits by eminent personalities, dignitaries and foreign delegations
  • Handle coordination for visits of foreign and Indian delegations and official conferences of various State Public Service Commissions
