About This Job

UPSC is hiring 1 Vigilance Assistant at its New Delhi office on a deputation basis. This post is open only to Central Government officers who meet specific service and qualification requirements. UPSC Vigilance Assistant Recruitment 2026 - 1 Post

Union Public Service Commission (UPSC) has issued a vacancy circular (No. A-35020/02/2024-Admn.II dated 17 April 2026) for filling up 1 post of Vigilance Assistant [General Central Service, Group 'B', Non-Gazetted, Ministerial] in its office at Dholpur House, New Delhi. The post is to be filled on deputation basis only — it is not open to fresh applicants or non-government employees. Only serving Central Government officers who are eligible as per the Recruitment Rules can apply through their parent department.

Who Can Apply?

This post is open to officers under the Central Government only. You must meet BOTH condition (a) AND condition (b) below:

Condition (a) — Service requirement (any one of the three):

  • Holding an analogous post on regular basis in the parent cadre or department; OR
  • With 6 years of service in a regular basis post in Pay Band-1 (Rs. 5200-20200) with Grade Pay of Rs. 2800 (Level-5 as per 7th CPC) or equivalent; OR
  • With 10 years of service in a regular basis post in Pay Band-1 (Rs. 5200-20200) with Grade Pay of Rs. 2400 (Level-4 as per 7th CPC) or equivalent

Condition (b) — Essential qualification/experience (any one of the two):

  • Degree in Law from a recognised university or equivalent; OR
  • 2 years of experience in handling vigilance or disciplinary matters for government employees, AND having successfully completed the Administrative Vigilance Training of the Institute of Secretariat Training and Management (ISTM) or a comparable training from any other recognised institution

Age Limit

  • Maximum age: 56 years as on the closing date of receipt of applications
  • Note: Period of deputation (including deputation in another ex-cadre post) held immediately before this appointment shall ordinarily not exceed 3 years in total.

Salary

  • Pay Level-6 of the 7th CPC Pay Matrix — entry pay Rs. 35,400 per month
  • Erstwhile Pay Band-2 (Rs. 9,300-34,800) with Grade Pay Rs. 4,200 (for reference)
  • Pay regulated under DoP&T's O.M. No. 6/8/2009-Estt.(Pay-II) dated 17.06.2010 as amended
  • Allowances (DA, HRA, TA) as per Central Government rules

Selection Process

The selection is based on the deputation mechanism:

  1. Applications through proper channel: Your application (in duplicate, using Annexure-I proforma) must be forwarded by your parent department/ministry through e-HRMS 2.0
  2. Scrutiny of documents: A Selection Committee will verify your eligibility based on the forwarded documents, ACRs, and certificates
  3. Document Verification: Integrity certificate, vigilance clearance, penalty statement, and ACRs (2020-21 to 2024-25) are assessed

Responsibilities

  • Examine and process complaints received against employees of UPSC
  • Handle disciplinary cases including suspension cases as per CCS (CCS) Rules, 1965
  • Process court cases, criminal cases, vigilance clearances, and RTI matters
  • Handle grievances received on the PG Portal
  • Process intimations relating to movable and immovable property under CCS (Conduct) Rules, 1964, and maintain IPR records
  • Maintain Disciplinary Proceedings and Complaint Registers
  • Assist the Assistant Director (Vigilance) with any other assigned work
  • Use computer and typing skills for day-to-day official tasks

Eligibility Criteria

Minimum Qualification

Degree in Law from a recognised university OR 2 years experience in vigilance/disciplinary matters with Administrative Vigilance Training (ISTM or equivalent)

Degree in Law from a recognised university
