The Union Public Service Commission (UPSC) has released a vacancy circular to fill 02 posts of Junior Accounts Officer in its office on a deputation (including short-term contract) basis. The Union Public Service Commission, India's premier constitutional body responsible for conducting civil services examinations and advising on government appointments, is looking to fill 2 Junior Accounts Officer positions at its headquarters in Dholpur House, Shahjahan Road, New Delhi. Eligibility Condition (a) - Service Requirement
You must meet one of these conditions:
- Option 1: Hold an analogous post on regular basis (or equivalent) in your parent cadre or department, OR
- Option 2: Have 2 years of regular service in the grade at Level-7 (Rs. 44,900-1,42,400) in the pay matrix in your parent cadre or department
Eligibility Condition (b) - Qualification and Experience
Along with the service requirement above, you must also have one of these:
- Option 1: Passed the Subordinate Accounts Service (SAS) examination or equivalent examination conducted by any of the organised Accounts Departments of the Central Government, OR
- Option 2: Successfully completed training in cash and accounts conducted by the Institute of Secretariat and Management (or equivalent training) with 4 years of experience in cash, accounts, and budget work
Important Notes:
- Officers in the feeder category who are in the direct line of promotion are not eligible for deputation
- Deputationists are not eligible for promotion
Age Limit
- Maximum age: 56 years as on the closing date of receipt of applications
Salary
- Pay Level: Level-8 in the 7th CPC Pay Matrix
- Pay Range: Rs. 47,600 to Rs. 1,51,100 per month (basic pay)
- Grade Pay (pre-revised): Rs. 4,800 (Pay Band 2: Rs. 9,300-34,800)
- Dearness Allowance: 60% of basic pay (as per January 2026 rates)
- House Rent Allowance: 27% of basic pay for Delhi (X-category city)
- Transport Allowance: Rs. 3,600 per month (higher TPTA rate for Delhi)
- Estimated gross salary (minimum): Approximately Rs. 92,600 per month
- Pay and deputation terms are regulated under DoPT O.M. No.6/8/2009-Estt.(Pay-II) dated 17.06.2010 (as amended)

Responsibilities
- Handle checking of all types of bills, supplementary bills, and contingent bills for TA/DA, honorarium, grants, wages, professional services, office expenses, and other administrative expenditure
- Manage pay and allowances processing for all employees including Chairman/Members, Group A, C, and Ex-Cadre officials
- Prepare and verify budget estimates, revised estimates, and appropriation accounts of UPSC
- Monitor quarterly income tax returns (24Q and 26Q), income tax assessment, and Form-16/16A generation
- Keep records of GPF advance/withdrawal, HBA, motor car and PC advance registers
- Work on reconciliation of expenditure, bill control registers, and monthly expenditure statements under Major Head 2051
- Assist in preparing replies to audit objections, Parliament questions, and parliamentary standing committee queries
- Follow up on post-retiral benefits including pension, gratuity, DCRG, leave encashment, and CGEGIS for retired officials
