MEA Consultant (Legal Drafting) Recruitment 2026 - 1 Post
Ministry of External Affairs (MEA) has invited applications for 1 Consultant post in its Passport Seva Programme Division at New Delhi. This is a contractual engagement for 1 year, extendable based on performance and mutual agreement. The role involves handling legal matters related to Regional Passport Offices across India and Indian Missions abroad. Who Can Apply?
- Nationality: You must be an Indian national.
- Qualification: You need a Graduate degree in Law (LLB) from a recognized institution in India or abroad, with specialization in drafting of legislation.
- Experience: You must have at least 7 years of practice at the High Court level, including a minimum of 5 years of experience in drafting and amendment of legislative and policy matters.
- Government Experience: You should have experience working for the Government, with knowledge of International Law, International Legal Affairs, and diplomatic norms and processes.
- Preference: Lawyers with a 5-year integrated law degree will be given preference.
Desirable Qualifications
- Experience in Supreme Court practice
- Diploma in Immigration Law or Constitutional matters
Age Limit
- You should be between 30 and 45 years old as on the last date of application submission.
- You must be of sound health.
Salary
- The consultancy fee will be decided based on your experience and profile, up to a maximum of Rs. 10,00,000 per annum (approximately Rs. 83,333 per month).
- Applicable taxes will be deducted from the fee.
- Note: This is a contractual engagement. No PF, Pension, Gratuity, HRA, Medical benefits, or any other government employee benefits are applicable.
- If you need to travel on duty, the Ministry will cover your travel, accommodation, and per-diem costs.
- Paid leave at the rate of 1.5 days per completed month of service. Maximum 10 days leave at a time.
Selection Process
The selection will be done through the following stages:
- Shortlisting: MEA will review all applications and shortlist candidates based on qualifications and experience.
- Interview / Written Test: Shortlisted candidates will be called for an interview or written test. The date, time, and venue will be communicated via email.
- Document Verification: Your educational certificates and experience documents will be verified.
No TA/DA will be paid by MEA for attending the interview. You will need to make your own travel arrangements.

Responsibilities
- Vet pleadings, affidavits, and replies to legal notices related to Regional Passport Offices in India and Indian Missions abroad
- Monitor and track deadlines of High Court and Supreme Court notices concerning Passport Issuing Authorities
- Coordinate with Central Government Counsels to ensure timely filing of replies and appeals by Passport Issuing Agencies
- Prepare case summaries for review and advice by concerned Passport Issuing Agencies
- Handle legal correspondence between the Ministry and various passport offices across India and abroad
- Assist in drafting and reviewing legislative and policy documents for the PSP Division
- Keep track of ongoing court cases and maintain an updated case database
Eligibility Criteria
Minimum Qualification
LLB with specialization in legislative drafting from a recognized institution
Preferred Qualification
5-year integrated law degree; Experience in Supreme Court; Diploma in Immigration Law or Constitutional matters
