The Meghalaya Institute of Governance (MIG) and the Indian School of Business (ISB) are hiring 20 fellows for the 3rd Cohort (2026-28) of the Meghalaya Legislative Research Fellowship (MLRF). If you have a Masters or PhD in Social Sciences, Humanities, Public Policy, Statistics, Data Analytics or related fields and are a Meghalaya domicile, you can apply online through the official Google Form. Meghalaya Legislative Research Fellowship (MLRF) 3rd Cohort Recruitment 2026 - 20 Posts
The Meghalaya Institute of Governance (MIG), the nodal governance reform institution in Meghalaya, in partnership with the Bharti Institute of Public Policy at the Indian School of Business (ISB), has invited applications for the 3rd Cohort (2026-28) of the Meghalaya Legislative Research Fellowship (MLRF). Fellows will support Honourable Members of the Meghalaya State Legislative Assembly with structured research and data analysis to solve complex problems in governance and public policy. The 3rd Cohort builds on the strong foundation laid by two highly productive preceding cohorts. The fellowship is for a minimum of one year, extendable for another year based on performance.

Who Can Apply?
Common Requirements (Both Research and Data Fellows)
- Domicile of Meghalaya state is mandatory for all fellows. Applications from outside the state will not be entertained.
- Masters or PhD in any of the following fields: Social Sciences, Humanities, Public Policy, Statistics, Data Analytics & Geoinformation, Natural Sciences, or other interdisciplinary degrees.
- Relevant social sector experience is required.
- In addition to English, knowledge of Garo, Khasi, or Jaintia language is compulsory.
- Candidates with well-rounded knowledge of Meghalaya society, culture and history will be preferred.
Additional Requirement for Data Fellows
- Proficiency in data tools such as Excel, STATA, R, Python, Power BI, GIS or similar platforms is required.
Note for Previous Cohort Fellows
- Fellows from the 1st and 2nd Cohort of MLRF are eligible to reapply and will be considered directly for selection via a dedicated interview, without the requirement to undergo Phase I screening tasks.

Salary
- Monthly fellowship: Rs. 50,000 per month
- House Rent Allowance (HRA) per month is paid in addition to the fellowship
- An additional Mobile Allowance as applicable may be admissible

Selection Process
Selection is a two-phase process conducted jointly by BIPP-ISB and MIG:
- Phase I — Screening & Shortlisting (by BIPP, ISB): Applications will be screened and shortlisted by the Bharti Institute of Public Policy, Indian School of Business. Shortlisted candidates must complete assigned tasks, including writing a research article, followed by an online discussion round.
- Phase II — Physical Interview (Joint ISB & MIG): Candidates qualifying Phase I will be invited for a physical interview conducted jointly by ISB and MIG at Shillong.
- Direct Interview Track: Fellows from the 1st and 2nd Cohorts of MLRF can skip Phase I and go directly to a dedicated interview.

Responsibilities
- Produce background notes, issue briefs, information bulletins, fact sheets and weekly digests on legislative and procedural matters
- Prepare Constituency Development Plans (CDPs) for legislative constituencies across Meghalaya
- Use research methods to produce evidence-based policy insights on issues of importance and urgency
- Support legislators directly with legislative business such as Questions and Answers, policy briefs and floor interventions
- Conduct data-driven analyses, maintain dashboards and generate quantitative research outputs (Data Fellows)
- Engage with Members of the Meghalaya State Legislative Assembly to understand their constituency needs
- Take part in training, mentoring and capacity-building activities organised by BIPP-ISB and MIG
Eligibility Criteria
Minimum Qualification
Masters or PhD in Social Sciences, Humanities, Public Policy, Statistics, Data Analytics & Geoinformation, Natural Sciences, or interdisciplinary fields.
