Bihar Rural Livelihoods Promotion Society (BRLPS), an autonomous society under the Rural Development Department, Government of Bihar, runs the JEEVIKA State Rural Livelihoods Mission across all 534 blocks in 38 districts of Bihar. BRLPS has released recruitment for 4 IT posts — Programmer (3 vacancies) and App Developer (1 vacancy) — at its State Project Implementation Unit. These roles involve building and maintaining mobile apps, web applications, and ERP systems that serve over 1.81 crore rural poor households organized into 11.82 lakh women Self Help Groups. Who Can Apply?

For Programmer (03 Posts):

• Qualification: B.Tech (CS/IT) / MCA or equivalent degree
• Experience: Minimum 7 years post-qualification experience in software development
• Skills required: Experience in Android/iOS app development, web-based applications (Dot Net, PHP, DevOps), and ERP systems related to HRMIS, Finance, or e-POS
• Preferred: Candidates with certifications in their specialized domain will be given preference

For App Developer (01 Post):

• Qualification: B.Tech (CS/IT) / MCA / PG Degree in CS/IT from a recognized Institute or University
• Skills required: Proficiency in MS Office is a must
• Experience: Relevant experience preferred (not mandatory as stated for Programmer)
• Category: Only EBC category candidates need to apply for App Developer

Note: Current BRLPS employees with a Post Graduate or Graduate degree are eligible to apply for any vacant position irrespective of the educational qualification specified, as per BRLPS policy.

Age Limit

• Maximum age: 55 years (for general and all other candidates)
• Maximum age: 60 years for Retired Government / PSU / Bank employees
• Service period with BRLPS may extend up to 65 years based on re-employment policy
• Age reference date: Last date of application (22 April 2026)

Salary

• Both posts: Rs. 59,394 per month (Cost to Society / CTS)
• CTS includes: Basic Pay + House Rent Allowance + Project Allowance + Employer Provident Fund (employer's share)

Selection Process

Selection happens in 3 stages:

1. Stage 1 — Shortlisting: Candidates are ranked in a 1:10 ratio per advertised vacancy based on two criteria:
   • Qualifying exam marks: 25 full marks (35% weightage of marks obtained)
   • Additional years of experience beyond minimum required: 10 full marks (2 marks per completed extra year, maximum 10)
2. Stage 2 — Document Verification: Top 10 shortlisted candidates per post are called to verify original certificates. If candidates drop out, the next in merit are called.
3. Stage 3 — Final Selection Round (65 marks total):
   • MS Office Proficiency Test: 10 marks
   • Group Discussion: 10 marks
   • PPT Presentation: 10 marks (bring your own laptop; 60-minute time limit for preparation)
   • Personal Interview: 35 marks

Minimum qualifying marks: UR category — 60% | EBC category — 55% (each stage is eliminatory — you must clear each one separately)

Note: No TA/DA is paid for attending any stage of selection or for first joining.

• Develop and maintain mobile apps (Android/iOS) and web-based applications to meet BRLPS/JEEVIKA's requirements
• Improve and enhance existing applications developed by the organization
• Streamline the digitization process in MIS, ERP, and mobile app solutions across assigned districts
• Extract data from the database and prepare analytical reports on a need basis
• Keep all modules of MIS and mobile apps updated with regular follow-ups
• Operate and manage ERP MIS related to HR, Admin, Finance, and Procurement of BRLPS
• Develop ERP systems for Community Based Organizations (CBOs) covering HR, Finance, and Procurement functions
• Handle any additional tasks assigned by the management from time to time
