Cachar District ABP Fellow Recruitment 2026 - 1 Post

The Office of the District Commissioner, Cachar, Silchar (Transformation and Development Branch) under the Government of Assam has invited applications for the engagement of 1 Fellow under the Aspirational Block Programme in Lakhipur Development Block, District Cachar. The ABP is a NITI Aayog initiative focused on improving governance and development outcomes in aspirational blocks across India. This is a unique opportunity for post-graduates who want to work at the grassroots level on health, education, nutrition, and rural development projects. The position is on a contractual basis for 6 months and may be extended further.

Who Can Apply?

• Qualification: You need a Post Graduate degree in any discipline from a reputed institution.
• Citizenship: You must be a citizen of India, preferably a resident of Assam.
• Data & Presentation Skills: You should be good at data analysis and giving presentations.
• Social Media: You should know how to use social media effectively.
• Project Management: You need project management skills.
• Communication: You should be self-driven with good communication skills.
• Local Language: Knowing the local language is required for this role.
• Desirable: Experience or internship with a Development Organisation is preferred.

Age Limit

• You should be at least 21 years old and not more than 30 years old.
• Age is calculated as on 31 December 2025.

Salary

• You will receive a consolidated stipend of Rs. 55,000 per month.
• This is a fixed monthly amount with no additional allowances mentioned in the notification.

Application Fee

• No application fee is required for any category.
• The application is completely free for all candidates including General, OBC, SC, and ST.

Selection Process

The selection will be based on a Written/Interview/Personality Test carrying a total of 100 marks. Here is the detailed breakdown:

1. Writing Skill Test (25 marks): You will write a 200-word description on a topic given on the spot. You get 15 minutes for this task.
2. PowerPoint Presentation (25 marks): You will prepare a brief 6-slide presentation on any one of the given topics related to health, nutrition, education, agriculture, and rural development. You get 10 minutes for this.
3. Data Analysis & Explanation (25 marks): You will analyse data and share observations on government reports covering sectors like Rural Health Services, Agriculture, Nutrition, Education, and Rural Infrastructure Development. Reports based on North East India or Assam are preferred. You get 5 minutes for this.
4. Computer/IT Skill & Personality Test (25 marks): Your computer and IT skills along with your overall personality will be assessed. This round lasts 5 minutes.

The selection test is scheduled for 21 April 2026 at 10:00 AM at the Office of the District Commissioner, Cachar.

• Work with Block level officials to design and execute development strategies aligned with the Aspirational Block Programme
• Conduct regular field visits to assess project progress, identify challenges, and gather ground-level data
• Analyse development data and provide evidence-based recommendations to BLOs, District level officials, and other stakeholders
• Organise workshops, awareness campaigns, and skill-building programmes for the local community
• Prepare reports and send regular updates to NITI Aayog and the District administration
• Monitor block performance using the ABP portal and share findings with Block level officials
• Assist in documenting good governance practices at the block and district level
• Attend training programmes conducted by NITI Aayog at state and district level
