The Directorate of Urban Local Bodies (DULBs), Government of Arunachal Pradesh, is hiring 13 technical experts on a contractual basis for the City Level Technical Cell (CLTC) under the Pradhan Mantri Awas Yojana (Urban) 2.0, a centrally sponsored scheme run by the Ministry of Housing and Urban Affairs. The recruitment covers two types of positions: 3 Engineering Expert (Civil/Infrastructure) posts and 10 MIS/IT Expert posts. These are 1-year contractual roles based in Itanagar, Arunachal Pradesh. Who Can Apply?

For Engineering Expert (Civil/Infrastructure):

• Diploma holders: Diploma in Civil Engineering or Public Health Engineering with 3 years of experience in procurement, design, and supervision of housing and infrastructure works (Salary: Rs. 35,000/month)
• Graduate holders: Graduation in Civil Engineering or Public Health Engineering with 3 years of experience in procurement, design, and supervision of housing and infrastructure works (Salary: Rs. 45,000/month)
• Post-Graduate holders: Post-Graduation in Civil Engineering or Public Health Engineering with 5 years of experience in procurement, design, and supervision of housing and infrastructure works (Salary: Rs. 50,000/month)

For MIS/IT Expert:

• Diploma holders: Diploma in Computer Science, Electronics, or MCA/PGDCA or Mathematics/Statistics with 3 years of experience in Government, Semi-Government, autonomous, or reputed private organizations (Salary: Rs. 35,000/month)
• Graduate holders: Graduation in Computer Science, Electronics, or MCA/PGDCA or Mathematics/Statistics with 3 years of experience in Government, Semi-Government, autonomous, or reputed private organizations (Salary: Rs. 45,000/month)
• Post-Graduate holders: Post-Graduation in Computer Science, Electronics, or MCA/PGDCA or Mathematics/Statistics with 5 years of experience in Government, Semi-Government, autonomous, or reputed private organizations (Salary: Rs. 50,000/month)

Salary

• The salary is paid as a consolidated amount per month, with no separate allowances.
• Diploma holders: Rs. 35,000 per month
• Graduate holders: Rs. 45,000 per month
• Post-Graduate holders: Rs. 50,000 per month
• The salary structure is the same for both Engineering Expert and MIS/IT Expert posts.

Selection Process

There is no written exam for this recruitment. Selection will be through a single stage:

1. Walk-in Interview: Candidates who meet the eligibility criteria will be called for a walk-in interview. The interview date will be announced later on the DULBs website and candidates will also be informed through personal email.
2. Document Verification: You must bring your original documents at the time of the interview for verification.

2. Download the application form (available from 21 March 2026, 11:00 AM onwards).
3. Fill in all the required details carefully in the downloaded form. Any incorrect information can lead to cancellation.
4. Attach self-attested copies of all required documents.
5. Submit the completed application at the Office of the Directorate of Urban Local Bodies, Zoo Road, Itanagar.
6. Applications are accepted from 23 March 2026 (11:00 AM) to 3 April 2026 (3:00 PM) during working days.
7. Submit only one application. Multiple applications will be rejected.

Note: Candidates already in government service must submit a copy of the intimation given to their department or a No Objection Certificate (NOC) from the competent authority.

• Monitor ongoing construction and infrastructure projects at the city level for quality and compliance
• Manage MIS databases, IT systems, and digital records related to PMAY Urban beneficiaries and projects
• Assist in preparing periodic progress reports and uploading data to central government portals
• Coordinate with Urban Local Bodies, contractors, and state-level officials for smooth project execution
• Maintain records of beneficiary applications, approvals, and disbursements under the housing scheme
