About This Job

NHSRC is hiring 2 Junior Consultants for the National Health Account (NHA) Cell, Bureau of Planning (BoP), under the Ministry of Health & Family Welfare. If you have a Bachelor's in Science with Master's in Public Health or a Bachelor's in Commerce with Master's in Business Administration / Commerce / Health Financing, you can apply online. NHSRC Junior Consultant (NHA Cell, BoP) Recruitment 2026 - 2 Posts

The National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare, has released a notification for 2 Junior Consultant posts at the National Health Account (NHA) Cell, Bureau of Planning (BoP) Division. The selected candidates will work directly under the supervision of the Senior Economic Advisor / Economic Advisor and help compile annual National Health Account estimates. This is a contract-based role for 1 year, extendable based on performance. Candidates with experience in health budgets and health accounts can apply.

Who Can Apply?

Educational Qualification (any one)

  • Option A: Bachelor's Degree in Science plus Master's Degree or Diploma in Public Health
  • Option B: Bachelor's Degree in Commerce plus Master's Degree or Diploma in Business Administration, Commerce, or Health Financing

Experience

  • At least 5 years of post-qualification experience in preparing health sector financing data, with a focus on health budgets and health accounts
  • Experience in working on health issues at programme or policy level, monitoring and evaluation, data analysis, public health administration, and governance

Skills Required

  • Computer proficiency including MS Office (Word, Excel, PowerPoint)
  • Proficiency in data analysis using tools like SAS, data triangulation, and knowledge of public health, state demographics, and population data

Age Limit

  • Maximum age: 55 years (as on the date of receiving the application)

Salary

  • Monthly remuneration: Rs. 40,000 to Rs. 70,000 per month (consolidated)
  • Other benefits: as per NHSRC rules
  • Contract duration: 1 year initially, extendable based on satisfactory performance

Selection Process

The selection will be done in the following stages:

  1. Shortlisting based on essential qualifications and experience
  2. Written Test (if conducted): Minimum qualifying mark is 50%. If many candidates qualify, a 1:5 ratio will be used (top 5 candidates per vacancy)
  3. Interview

If two or more candidates score the same qualifying marks, all such candidates will be considered.

Responsibilities

  • Coordinate, collect, compile, and analyse budget documents and Detailed Demands for Grants from 36 State and UT Governments
  • Analyse budget documents of Central Ministries that have health components
  • Prepare State-wise data sets and validate them with the Annual Financial Statement of the respective states
  • Generate basic health expenditure tables based on the National Health Accounts framework
  • Coordinate with State Governments for State Health Accounts and prepare state-wise databases on health and population indicators
  • Aid in organising workshops, seminars, and meetings of the NHA Cell and document the proceedings
  • Coordinate with the Expert Group, Steering Committee, and other meetings of the NHA Cell, BoP Division
  • Handle general correspondence with other Ministries and State Governments related to National Health Accounts

Eligibility Criteria

Minimum Qualification

Bachelor's in Science with Master's/Diploma in Public Health OR Bachelor's in Commerce with Master's/Diploma in Business Administration, Commerce, or Health Financing

Required Skills
