District Panchayat North Bastar Kanker, operating under the Chhattisgarh State Rural Livelihoods Mission (CGSRLM), has invited applications for filling up 2 vacant positions on a contractual basis. These posts are part of the National Rural Livelihoods Mission (NRLM), which works towards poverty alleviation and rural development across Chhattisgarh. Who Can Apply?

For Block Project Manager (BPM):

• Qualification: You must hold a Post Graduate degree from a recognized university.
• Experience: You need at least 2 years of experience at the Block, District, or Cluster level in a management or supervisory role at a Central or State Government body, Local Body, Government Aided organization, or a NITI Aayog-listed entity working in rural development, poverty alleviation, or livelihoods.

For Accountant (Lekhapal):

• Qualification: You must hold a B.Com degree from a recognized university. Candidates with a Tally certificate will be given preference.
• Experience: You need at least 2 years of experience in accounting at a Central or State Government body, Local Body, Government Aided organization, or a NITI Aayog-listed entity.

Domicile: You must be a native resident of Chhattisgarh. A domicile certificate issued by a competent authority is mandatory.

Age Limit

• You should be between 21 and 35 years old as on 1 January 2026.
• Age Relaxation: Relaxation in upper age limit is available as per Chhattisgarh Government rules and orders issued by the General Administration Department from time to time.

Salary

• Block Project Manager (BPM): Rs. 39,875 per month (consolidated, contractual)
• Accountant (Lekhapal): Rs. 23,350 per month (consolidated, contractual)
• The contract is initially for 1 year and may be extended based on performance and departmental needs.
• Contractual employees are not entitled to pension, gratuity, or death benefits.

Selection Process

The selection will be done in the following stages:

1. Merit List Preparation: Based on your academic marks in Post Graduation, Graduation, and 12th class (for BPM) or B.Com, Graduation, and 12th/10th class (for Accountant), plus experience marks. Maximum 85 marks for BPM and 85 marks for Accountant in this stage.
2. Computer Practical Exam and Interview: Shortlisted candidates (at a ratio of 1:10) will be called for a computer practical test and interview via registered post and email. Interview carries 15 marks for BPM and 10 marks for Accountant.
3. Document Verification: Original documents will be verified before issuing the appointment order.
4. Medical Examination: A medical certificate from the district hospital must be submitted after appointment. If found unfit, the appointment will be automatically cancelled.

Merit Marks Distribution

For Block Project Manager (BPM) - Total 100 Marks:

• Post Graduation marks: Up to 35 marks (based on percentage)
• Graduation marks: Up to 20 marks (based on percentage)
• 12th Class marks: Up to 15 marks (based on percentage)
• NITI Aayog-listed org experience: 2 years minimum, up to 10 marks
• CG State Livelihood Mission related experience: Up to 5 marks
• Interview: 15 marks

For Accountant - Total 100 Marks:

• B.Com marks: Up to 35 marks (based on percentage)
• Graduation marks: Up to 20 marks (based on percentage)
• 12th/10th Class marks: Up to 15 marks (based on percentage)
• NITI Aayog-listed org experience: 2 years minimum, up to 10 marks
• CG State Livelihood Mission related experience: Up to 5 marks
• Interview: 10 marks
• Saamarth Pariksha (Tally practical): 5 marks

• Handle the implementation and monitoring of NRLM activities at the block level, including Self Help Group (SHG) formation and strengthening.
• Manage and supervise field coordinators and community cadres working under the rural livelihoods mission.
• Prepare monthly, quarterly, and annual progress reports on project implementation and submit them to the District Mission Management Unit.
• Keep accurate financial records, maintain books of accounts, and process bills and vouchers for the NRLM programme.
• Work with community institutions like Village Organizations and Cluster Level Federations to promote livelihood opportunities for rural poor families.
• Assist in organizing capacity building programmes, training sessions, and skill development workshops for SHG members.
• Monitor bank linkage and credit disbursement to SHGs and ensure timely repayment follow-ups.
